Chairperson
Phillip Naden
Phillip Naden is a proud Aboriginal descendant of the Gamilaroi people from North Western NSW near Coonabarabran where his mother grew up on Burrabadee Mission. Phil is also a proud descendant of the Wiradjuri people from Peak Hill/Condobolin NSW (Bogan River People) and he was born and raised a proud Aboriginal man.
Phil is well qualified, a panel beater spray-painter by trade, a former sworn Queensland Police Officer, CEO of the largest ATSILS in Australia, former CEO with Bourke AMS, Bila Muuji Regional Consortia, and now the CEO of Dubbo and Coonamble Aboriginal Health Service.
Phil has qualifications in Business and Management, Justice and Policing, is a Justice of the Peace and has recently run in the 2019 State Election as an Independent Candidate for the seat of Barwon.
Phil has also recently finished his Masters Degree in Business and is the current Chairperson of the NSW AH&MRC and Chairperson of Dreamtime Housing.

Mr. Ryan is the proprietor of Waterford Ryan Solicitors, Mr Ryan has extensive experience in business and commercial law, as well as employment law and Commercial and Retail Leasing

Natalie Wilcock
Mrs. Wilcock is the Manager of Aboriginal Services for Tafe Digital NSW and she also holds a seat on both their Aboriginal Review Implementation Committee and Aboriginal Strategic Advisory Board. Mrs. Wilcock is extremely competent in the Education and Training Sector having taught in Public schools for many years after attaining her Bachelor of Education. She then went on to graduate with a Masters of Indigenous Language Education in 2015 before moving into her current role.

Andrew Smith
Mr Smith is currently running his own business ReACT Roofing. Formerly Mr. Smith was Academy Director of Clontarf Dubbo based at Dubbo Senior Campus, and prior to that Manager of the Tenant Support and Education Project, which is run by Murdi Paaki Services Limited.
Mr. Smith has an extensive knowledge of Tenancy Management, Complex Case Management and Holistic Support Services. Prior to this he was a Branch Manager of the Commonwealth Bank of Australia

Danielle Chapman
Danielle is currently employed as a Manager of Customer Relations, in the over 55 and aged care sector in Dubbo.
Formerly Danielle was a Senior Project Officer for Department of Communities and Justice and has experience across a number of service streams. Danielle’s public service career commenced in social housing in 2001 and was directly involved in a number of reforms and possesses a strong passion for social housing. Danielle holds a Diploma in Project Management, Social Housing Management along with various other qualifications.
Danielle is well versed in community engagement and development and service improvement outcomes.

Peter Gibbs
Mr Peter Gibbs or “Chicka” is a Gamillaroi man from the community of Weilmoringle on the banks of the Culgoa River in far west NSW. Peter has many years of experience in the community-development sector, with more than 30 years focusing on Western NSW.
He has worked in shearing sheds, on cotton fields, for the NSW Aboriginal Land Council, TAFE NSW Western Institute and been an Advisor to both Federal and State Government Ministers. Mr Gibbs is a Director of the NSW Geographical Names Board, Skillset Senior College and an active member of the Bourke based Nulla Nulla Local Aboriginal Land Council.
Mr Gibbs has been instrumental in the establishment of the IPROWD Program, a training model that develops Aboriginal people for a potential career in the NSW Police Force. The concept for this model developed after the tragic death in Police custody of his sister Fiona. IPROWD is now one of the most high profile programs in NSW.
Peter has developed partnerships with business, the philanthropic sector and government agencies in implementing innovative strategies aimed at improved life outcomes for Aboriginal people.

Taryne Albert
Prior to starting with Dreamtime Housing on the 21st June 2021, Taryne spent 7.5 years with the Coonamble Local Aboriginal Land Council as Admin Support Officer working across all areas of the LALC business from Housing, to Community Projects, and prior to that nearly 9 years with Murdi Paaki Regional Enterprise Corporation (now known as Redi.e) in numerous roles from CDEP Coordinator to CDEP Contract Manager.
Taryne has a number of certificates from Diploma Business Administration, Cert IV Business (Frontline Management), Cert IV Training and Assessment, Cert IV Social Housing and Cert IV Work Health and Safety. Taryne is also a Justice of the Peace.
Since starting with Dreamtime Housing, Taryne has been working on Policies and Procedures, organising our insurance, business documents, getting our website up and running, getting Dreamtime Housing registered with National Regulatory System Community Housing (NRSCH) and signing up new tenants whose properties were transferred from Murdi Paaki Regional Housing.

Joy Astill
Joy started with us on the 27th June 2022, after working 16 years at the Coonamble Local Aboriginal Land Council as their Housing Manager. Previous to this, Joy worked for Murdi Paaki Regional Enterprise Corporation.
Joy has a Cert IV Social Housing & Cert III Business Administration.
Joy is our tenants main contact person when it comes to their tenancies, any questions regarding rent charges & payments, water charges & payments, etc Joy will be able to answer.
